Colleyville posts a Pool Barrier Certification form on its Building Inspections page. This post explains what the form asks and what the city’s barrier rules say, as of October 2026. The city’s guidelines apply to projects submitted on or after April 1, 2025. Read the city documents or call Building Inspections before you start any work. This is a summary, not legal advice.
What is the Colleyville Pool Barrier Certification?
It is a one-page form in the city’s pool packet. The homeowner certifies that one listed protection method is installed to restrict access to the pool. The form includes a notary block. For new dwellings without a certificate of occupancy, the form says the general contractor on the building permit signs it.
The form has two parts.
| Part | What the owner certifies |
|---|---|
| A. Qualifying barrier | A barrier is fully installed before final pool approval. Choose an automatic safety cover that meets ASTM F1346, or a fence that alone complies with the 2024 International Pool and Spa Code. |
| B. Building forms part of the barrier | Choose one: a door and window alarm, self-closing and self-latching doors, or a safety cover that meets ASTM F1346. |
The alarm choice names a listing under UL 2017, with the deactivation switch at least 54 inches above the door threshold. Latches on self-closing doors must also be at least 54 inches above the threshold.
What do the barrier rules say?
The city’s Pool/Spa Barrier Requirements cover in-ground, above-ground and on-ground pools, spas and hot tubs. Key points:
- The top of the barrier is at least 48 inches above grade, on the side facing away from the pool.
- The clearance under the barrier is 2 inches at most.
- Openings must not pass a 4-inch sphere.
- Where horizontal members are less than 45 inches apart at the top, they go on the pool side, and vertical gaps are 1 3/4 inches at most.
- Chain link is allowed for private pools only, with a mesh no larger than 2 1/4 inches unless slats reduce the openings.
- Barriers must be placed so objects within 3 feet cannot be used to climb them.
What are the gate and latch rules?
Pedestrian gates open outward, away from the pool. They must be self-closing and self-latching, and they must accept a lock. Where the release is lower than 54 inches from the bottom of the gate, the release sits on the pool side, at least 3 inches below the top of the gate. No opening can be wider than 1/2 inch within 18 inches of it.
An automatic vehicle gate that is part of a barrier should open and close within one minute, per the city’s recommendation.
What else does the pool packet cover?
The packet also covers backwash water. Backwash lines go to a P-trap connected to the sanitary sewer, or the pool uses a cartridge filter that does not need backwashing. Chlorinated and salt water must not go into a storm sewer, creek, bar ditch or onto another property. See backwash for what that means.
For heaters, the packet adds energy code items: a readily accessible on-off switch, no continuously burning pilot light on gas heaters, time switches for heaters and pumps, and a pool cover on heated pools. Learn about pool timers and GFCI protection, and see the pool barrier and pool alarm entries.
The packet is written for permitted pool projects. It does not state a permit rule for a like-for-like pump, filter or heater swap that we could find. Ask the city.
Why does it matter if you plan to sell or remodel?
A buyer, a lender or a contractor may ask about your pool barrier. Know what your fence, gate and door alarms do now. Our buying a home with a pool checklist lists what to look at. The city, not a pool service company, approves barriers.
