Southlake pool owners often ask what the city expects around a pool. The City of Southlake publishes two documents dated February 2026: Pool Guidelines and Fence and Pool Barrier Guidelines. This is a plain-English summary of the parts that matter to most homeowners, as of October 2026. The city says its guidelines are for information only and that contractors must follow all adopted codes. Read the documents themselves, or call Building Inspections at 817-748-8236, before you build or change anything.
How tall must a Southlake pool barrier be?
The top of the barrier must be at least 48 inches above grade. The city measures this on the side that faces away from the pool. The height must hold around the entire perimeter of the barrier and for 3 feet out from it. The city’s text is based on the 2021 International Swimming Pool and Spa Code.
Other size limits from the same text:
| Item | Limit in the city’s guidelines |
|---|---|
| Barrier height | 48 inches minimum above grade |
| Gap under barrier, grass or gravel | 2 inches maximum |
| Gap under barrier, solid surface such as concrete | 4 inches maximum |
| Openings | Must not pass a 4-inch sphere |
| Horizontal members | 45 inches or more apart, or on the pool side of the fence |
What are the gate and latch rules?
Pedestrian gates and doors must open outward, away from the pool. Gates need self-closing hardware and a way to lock. For a residential pool, the guidelines set the latch release height this way:
- A latch release on the outside of the barrier that is not self-locking must be at least 54 inches above the ground.
- A self-locking release, such as a key or code lock, must be no higher than 54 inches.
- A latch below 54 inches must sit on the inside of the gate, with no opening wider than 1/2 inch within 18 inches of it.
Utility gates that are not for people must stay locked when not in use.
Do doors and windows into the pool need alarms?
When a house wall is part of the barrier, the guidelines list choices. One is an alarm on doors, gates and low windows. Another is a safety cover that meets ASTM F1346. A third is self-closing doors with self-latching devices. The code text names a UL 217 water hazard entrance alarm, while the city’s alarm letter form names UL 2017. Ask Building Inspections which listing your alarm needs. See our glossary entries on the pool barrier and pool alarm.
Do I need a permit?
Two points from the documents:
- A fence used as a pool barrier needs a fence permit. The pool guidelines say a barrier can ride on the pool permit if the application notes it and the plans show it.
- Re-plastering or new coping on an existing pool needs no permit if no pool design is added or removed.
These guidelines focus on pool construction. They do not state a permit rule for swapping a pump, filter or heater, and we are not aware of one on these pages. Call the city before you assume either way.
What about backwash water and chlorinated water?
The guidelines say backwash lines go to a P-trap connected to the sanitary sewer. A lot of one acre or more with no sewer connection may discharge on the lot if the water does not run onto a neighbor. Chlorinated water and salt water must not go into a storm sewer, a creek, a bar ditch or onto another property. Learn how backwash works in our glossary.
Homes with a well must separate it from the city water supply with an RPZ (a reduced pressure principal assembly) or an air gap, and the guidelines say an RPZ needs a permit. See backflow.
How does this connect to pool equipment?
Barrier and permit rules cover the safety of the pool area. Equipment checks cover how the pool runs. If you are buying a Southlake home with a pool, read our buying a home with a pool checklist. Marina Pool Services offers pool equipment inspection and serves Southlake. The city, not a pool service company, approves barriers.
